For custom-made moccasins, I'll need two measurements: 1) foot length, 2) instep.
To measure your foot length, stand up and place the back of your heel against something vertical. Then place a book against your toes. Measure the distance between the two:
To measure your instep, wrap a measuring tape around your arch, close to where your foot joins your ankle:
